Can't transfer my character

I have been trying now for a couple of weeks to transfer my character from Tonberry to Zalera. But when I pick any world on the NA server I can only choose worlds from the NA server to transfer from. But if I pick a world on the Japanese or EU server then she shows up and is eligible for transfer.

I have made sure I am not selling anything on my retainers, that I don't have an estate or FC and it is an old character so that should not be an issue. I make sure I press confirm after selecting Designated world as well.

For extra clerity I will add a step by step of what I do:
1. Log into mog station
2. Select world transfer
3. Accept terms
4. Select Zalera as Designated world
5. Press confirm
6. Select current homeworld; Lamia, Brynhildr, Gilgamesh, Diablos, Siren, Midgardsormr, Excalibur, Malboro, Ultros, Behemoth, Hyperion, Leviathan, Famfrit, Mateus, Goblin, Sargatanas, Balmung (All worlds that are available for selection)

These are the steps I've taken that have been advised:
1. Make sure you have clicked Confirm
2. Make sure your retainers aren't selling things on the market
3. Make sure you don't have an Eternal Bonding quest open
4. Make sure you aren't in an FC
5. Scroll down on the list
6. Look at the forums
7. Contact the In-game support

First make sure the server you are trying to move to isn't congested. If that is not the problem contact support.

Might be in your best interests to go ahead and contact support in this case.

Make sure you select your current Home World and press confirm after doing so, then you can move to the next step and you will be able to see if any requirements are not met (*highlighted with a warning).
Press confirm on both Destination and Home World.

I echo this, for some reason it seems mega easy to derp when doing this feature. Double check everything, most noticeably your selection choices (in particular home world).

Says right there. Putting Zalera in first box, confirm, attempting to find Tonberry.

Also make sure you don’t have a character on the server your transferring to and only have entry subscription. You need standard subscription to transfer if you have a character already there or the world won’t show up in the drop down menu. Good luck.
