I believe all ARR level fish now work with 2 bait.
Check out the boilies.

They "work" in the sense that every fish will go for that bait.
Generally not something a fisher would want, when going for a specific fish.

In which case the bait can be bought as needed, since all the ARR baits can be purchased very cheaply from a variety of vendors. Not many ARR fish are worth farming anyways.

Maybe what we need is a fishing skill that would allow us to choose a particular fish type and make it somewhat more likely to be caught. If we could get away from bait choice being the only way to target specific fish, then maybe the boilies could finally be useful.
