Predictions for next raid tier?

I thought it would be fun to figure out the next raid tier. My prediction is that we will face all the rest original 2.x primals (ifrit, garuda, ramuh and shiva) in next tier.

Ifrit would make sense as the first one, since we now have water and earth, we also need heat for certain life to grow. So my prediction is that first will be ifrit.

Second would probably be garuda, although I have a hard time figuring out how wind would be a "necessary element" since the physics of ffxiv doesn't really follow the real world, it probably would have something to do with flowers and trees propagating their pollen or even something about there not being enough "oxygen" without the element of wind or something (since wind = air? I dunno, I am just grasping for something here).

The next one I have no lore ideas about, but I would not only like to see shiva as the last fight but it would also make sense for reasons I will detail in just a little bit

So that leaves Ramuh for third, as I said I can't figure out why we need lightning at all, but it's a fantasy world and we necessary shouldn't think everything through real life physics.

So the last one, Shiva. This could have something to do with the air being "too hot" with only the presence of fire/heat and we need to cool it down. The main reason I thought this would a fitting last fight is the fact that savage will have another form for her. And what better form is there than a dragon form for Shiva. It makes thematical sense lore wise, since Shiva is highly associated with dragons and it would be super cool. She could turn into ice dragon or even just corporate some dragon elements into her.

It can also be 2 revisited primals and 2 "new/meddler" boss like it did this tier ; so that we'd fight the last 2 primals in final tier.

Although we did fight Levia and Titan back to back so if we stick to the plan, we're supposed to do them all in line, it's easier story wise to have 2 bosses going according to plan and 2 "meddlers", twice, than the entire middle tier being the 4 remaining primals (going according to plan) and the entire last tier made of meddlers / out of the hat whatthef*ckery. If I had to write it, I would find it harder to give sense to 4 out of nowhere meddlers back to back.

Next tier is i480 (n) / i500 (s) since i500 will be the new cap.
