That is why you can't join in progress.
But that can (and might) still happen with just daily roulettes. So lets remove the daily exp bonus for people that join in progress as well why don't we? Lets also remove the daily tomestone bonus of you join in progress as well.
I personally don't buy this excuse.
The point being is daily roulette is a "daily" things, and thus most people don't really have an incentive to do it. More specifically, most people don't find the associate risk of being report for something like that.
The tomestone farm on the other hand, is a limited time "grind", and thus would incentivize people to risk this behavior more.
No mitigation is completely proof, it's more how harsh you want the system to be and balance it out with the incentive people have to do it. In this case SE is just being smart, they eliminate the threat and thus save themselves the countless would be reports, and probably saving the "would be offenders" from themselves too.
A simple fix would be to make it so empty slots in duty finder groups can only be refilled by fetching random players via the duty finder, and disallow inviting specific players. That's what WoW does, I think.
you can't invite people into duties, they use duty finder like everyone else.
I'm pretty sure the majority of MSQ runs aren't done by premade parties of 4+ people who would even be able to pull that off. And no one in their right mind runs MSQ for moogle tomes, just to plot kicking someone before the end to get someone else in.
seems like they do run it for moogles, on that cutscene skip thread someone said that more people started to skip cutscenes when the event started.
