That doesn't entirely fix it.
It's no good lowering max dungeon requirement from 8 to 4 two months after the patch when everyone is more concerned about new content. It should be scalable right from the start. 4-8 isn't even scalable content. It's the same dungeon. Beating the new dungeons with 4 people is probably impossible. The difficulty should scale down so that beating it with 4 is no more difficult than beating it with 8. And that should be in right from the patch date, with each new content. That's what I call fixing.
