neighborhood has already been lost because there are too many houses.You dont get the point. Devs wont change anything, they have many problems on higher level of MMO design, but as Yoshi said himself, he'd rather create new game from zero, than try to polish this one. So we will get major tweaks at best and just new content with same formula as before. Increased items capacity in houses would be big holiday, but that's it, so you don't need to fear that you lose your neighbors, as long as you pay monthly sub without breaks.

At least have instanced personal housing and leave FC houses in the districts if you must have them. I personally don't see the point the district system, though.

All the plots should have any size house if you have to gil to upgrade. Thats problem with wards now too many small houses and almost no med or large houses at all.
Eliminate wards, they split the player population between them. Instance the plots themselves. Each one can have multiple owners.
This would effectively increase he population of the neighborhood, and make it more likely you'll see others out in the streets.
Your plot would always appear by default, but you could select any other players' builds to appear on any plot via the placard.
This way, you could still visit without needing to party with the owner, and you could also customize the appearance of your immediate neighborhood by selecting what neighbor houses appear around yours. For houses you don't select, ones with the owners out in the yards would appear instead, to make the area appear more populated.
