Certainly it is welcome, though at best it's a temporary solution to the housing availability issue on the more populated worlds.

Pleading the 5th...
"Fanboy is gaming jargon used to describe an individual that has gone beyond the point of being a PC or console game fan and, during online chats or discussions, shifts to defend the program at all costs, unable to take any criticism or acknowledge any shortcomings of the game or gaming console."
Well. They will release new wards giving priority to FCs and relocations, but what about the newest servers such as Twitania and Spriggan? There is still moratorium for personal housing in place and more than plenty plots for any FCs out there.
Did SE think about all these players who have been waiting all summer and half of Autumn so far to buy a personal house? I'm not one of them, but SE's indifference to individual players is deafening. As if all these people do not give them money and their subscriptions do not count towards SE's earnings.
The temporary restriction only has an affect on wards 19-21, so if they open up personal plot purchase before then, those first 18 wards will not be affected by the new wards restrictions.Well. Get ready to see the shell fcs popping up all over again just so they can possibly snag a house.
I am a little surprised they haven't removed the moratorium on the new EU worlds yet. It's been 5 weeks now. When the new wards were added in 4.2, the moratorium only lasted 3 weeks.
Hopefully SE will lift it soon and not wait until 5.1 is released.
No, they haven't lifted it yet, that's why I posted above - and because they have kept it for so long I'd be suprised if they lifted it before 5.1
I really hope you prove right and I be wrong.
Can i relocate from a small to a medium, as a perosnal house?
Yep. You can relocate from any size in any district to any size in any district. Be sure to check Social > Housing > Estate Settings > [Private Estate or Free Company] > Storeroom Status. If there are green checkmarks next to Indoor & Outdoor Furnishings under the Relocation Status section, you should be clear to relocate. If not, you may need to stuff some furniture elsewhere temporarily. You will get 30% of your current plot's minimum price discounted from the price of the plot you're relocating to.
Anyone currently in a small will have no problems relocating since they can't exceed the temporary storage 400/40 item limits with the current 200/20 placed and 200/20 stored.Yep. Only medium and large owners need to check Storeroom Status before relocating.
