I think the problem is that not everybody solo queues, so it's slower to build comms. Most of the time I do roulette I ask if people in my FC and linkshell want to join and most of the time people do, which results in no comms.
Plus people give comms for completely arbitrary reasons and I am guilty of it. It could be they've said something funny or made the run entertaining, they have a glamour I like, a funny name, at random because I wasn't paying attention and so on. Sure I comm people I think deserve it, had a positive attitude, tried or did a good job, but if your reasons can vary depending entirely on a whim based on your experience in the group.
I don't think it's a reliable measure for something like mentors to indicate they have the knowledge and experience and also excludes those who do have the knowledge and experience but not enough comms.
