People don't want 24 hours cooldown either because then they "can't play." IMO the best possible course of action is to just make drop rates better if you get the speed run so the people who can actually do it get a higher chance of obtaining gear as opposed to those who cannot.
I'd be ok with 24 hour resets, its what I was used to in WoW, of course for SE to do this they would need more content probably, 24 hour resets in 2.0 would be good IMO.

But lets be clear that it would only lock you out if you completed the dungeon.
