You can't force people to do stuff they don't want to do. Trying to add harsher punishments ain't it, chief. I don't do Castrum because it's not worth my time. Yes, could it be done within the thirty minute penalty? Probably. But I can do other things whilst waiting. Thirty minutes isn't that long.
