The Gathering Storm (HQ) challenge not progressing from fishing

The challenge text is "Successfully gather high-quality items of comparable level to your own 30 times." There's even a fishing icon, but it does not seem to apply to fishing. Fishing is a gathering skill; obtaining high-quality fish from this gathering activity should meet the requirements of "high-quality items". In the steps I will try to prove "comparable level" part.

Throughout these days, I was leveling my fishing. I was occasionally catching high-quality fish that were near my level (perhaps anywhere in the range of -5 to +5), even mooching successfully with them, and keeping some of them too. I'd catch high-quality fish that were exactly my level as well.

Steps:
1. Levels 30-35 I fished Western Thanalan(x18, y7), the Moondrip area, catching mostly lvl32 Grip Killifish, some of them HQ. Challenge did not progress.

2. Levels 35-40 I fished Southern Thanalan, e.g. (x13, y37) , the cliff sand dunes. Caught all kinds of normal and high-quality lvl35 Sandfish, lvl36 Sand Bream, lvl38 Dustfish, lvl39 Storm Rider, lvl40 Antlion, and also a few mooched ones, lvl41 Dune Manta, lvl50 Sagoli Monkfish. Managing to mooch these, which require high-quality bait, should already count towards the challenge. "The Gathering Storm (HQ)" continues to stay at 0/30.

3. Levels 40-45 I fished Eastern Thanalan(x29, y24) at the Burning Wall area. Similar story. Caught NQ and HQ lvl40 Discus, lvl41 Ignus Snail, lvl42 Loyal Pleco, lvl43 Knifefish, lvl45 Southern Pike. "The Gathering Storm (HQ)" challenge stays at 0/30.

4. Levels 45-46 I fished Mor Dhona Lake Silvertear area (x24, y12) for a bit, catching lvl31 Lamp Marimo, Lvl36 Silverfish, lvl41 Ignus Snail, lvl44 Sludgeskipper, lvl47 Assassin Betta (mooched from high-quality Silverfish).

5. Levels 46-50 I fished and am continuing to fish the Sea of Clouds area of Coerthas Central Highlands(x13,y14). I'm looking at my inventory and seeing 9 HQ lvl45 Cloud Jellyfish, 6 HQ lvl47 Skyfish, 2 HQ lvl48 Cloud Cutters that I've kept (I mooched others). I'm currently lvl49 Fishing. "The Gathering Storm (HQ)" challenge stays at 0/30.

Please fix this challenge to progress with valid gathering method (Fishing). I've spent many hours confirming that this gathering challenge is not progressing with "comparable level" fishing.

P.S. I'm fully aware that there's also a challenge Hooked on the Reeling (HQ), which I've completed for this week, but progress should also be made on The Gathering Storm (HQ) as well. There are other challenges in the game that overlap, for example playing Triple Triad ("Always in Threes"), and playing Triple Triad in the Battlehall ("Cards in the Hall"). Thus, overlap is nothing new. I'm reporting the bug of the wording (and even the icon) suggesting fishing as a viable gathering source to progress this challenge, and yet nothing is progressing.
