Reason for an ethics department is because buyers in the west tend to be offended by things the most.

China would like to chime in here perhaps? I have never heard of a game company completely reworking graphics and stories cause they want to sell in the American or European market. It may have happened once or twice, but again, I think everything in between Japan and Europe would likely be more the culprit of any ethics dept.
