Loss of MP upon casting a spell while "You are paralyzed" - Intentional?

Steps: I was doing the company leve for Limsa Lominsa at Bald Knoll to kill as many monsters as possible within 15 minutes. The Drifting Anemone monster used its special "Numbing Tendrils" and paralyzed my character. I then tried to cast Thunder three times in a row to finish off the monster, but paralyze triggered and prevented me from completing the cast. However, on each cast I lost the MP associated with the spell even though I was unable to cast the spell. Is this intentional by design? I know in FFXI when you were paralyzed that spells would fail to cast but you would not lose MP in the process.
