Hydaelyn evil primal and Zodark good primal. Hydaelyn is one that cause all problems with the shards by splitting everything up and Zodark was one that tried to save the shards before being killed by Hydaelyn. Ascians try to bring back order and balance to how it was before everything got divided up. To me all the primals must be destroyed to fix all the problems.

"Vows of Virtue, Deeds of Cruelty" are most likely meant to be NieR: Automata references (2B's and 9S's default weapons are Virtuous Contract and Cruel Oath) but if there is double meaning (almost certainly) I have a feeling it will be dealing with the aftermath of Eulmore's regime change. Cruel treatment wrapped up in a pretense of lawfulness and civility was Vauthry's (and by extension the free citizenry's) whole MO for the past 10 years or so. Some political upheaval is to be expected now that Eulmorans no longer have an immediate threat to be distracted by.
The posh, Eulmorian-looking new dungeon and pictures of the Chais we were shown during the Live Letter also point in that direction.
