PLD Confiteor doesn’t activate

Hi all, I may be missing something but, I’ve started to experience Confiteor not activating at all even after I performed Requiescat in lv 80 dungeon pulls. My entire dungeon pulls today I used Requiescat, and it doesn’t activate “under requiescat”, hence, Confiteor doesnt even light up. However, when I get to the bosses, it works perfectly.

Am I missing something, is there a chance Requirscat can miss or be performed out of bounds?

This. Prior to 78 Req has a trait that buffs your spells by a certain % and at 78 makes them instacast with them as well if you get the buff. Then at 80 you get Con which is your final spell used at the end of your burst to maximize on the damage. Will only proc if you get the other buffs first though.
