Shield Lob is Broken

I pulled out my Paladin for the first time since ShB was released, and quickly found Shield Lob doesn't work. It's grayed out on the crossbar and clicking it gives a "cannot use yet" error. Error messages from other skills:

Cannot use yet - Shield Lob and Shelltron (without oath charge)
Not ready yet - Any skill in cooldown
Action not yet learned - Actions above my level
Cannot be used as current class - Skills that have been removed

• Yes, I've completed the level 15 quest to acquire it (as well as all the class quests and job quests up to 70)
• There are no quests available in the Gladiator's guild
• I don't have access to it as a Paladin or Gladiator

Any thoughts on it?

Why don’t you RP as shieldless Paladin ?
You can Shield Charge then AOE instead of Shield Lob.
Shield’s stats can be ignored if you don’t do savage or primal-EX .

Before the garo event finishes, you can get a spirit shield, which is just an invisible shield
I use it with my Lightning glamour on my PLD, which uses the blazefire sabre.
(Would also be nice of my GNB could use the blazefire sabre.)
