I'm not sure if you tried this as I was having this same issue with artifacting.

Install DDU (Display Driver Uninstaller) which not only uninstalls your display drivers but also all the trash files and folders and registries along with it.
-You can literally Google "DDU" and it will be in Guru3D.
It was recommend to run this in safemode without internet connection so nothing gets interferred while using this.
When you run the application you are given a one click option to remove everything (this will include GeForce Experience)
Your computer will automatically restart after the process finishes

After your computer restarts you can reinstall GeForce Experience and then reinstall your driver.

This cleared up so many issues without me having to underclock my GPU or doing anything fancy.
