I'm in Japan now, does that means I can try the contest on the Japanese side or because my account is North American, I can't? But since I'm not in Quebec anymore, I can participate in the contest, right?

I guess I'll just put a submission and see if it works...

Good question. It's partially residency based (legal), but in the case of Final Fantasy it also depends on where your account was created.

I don't see anything about residency or account location in the Japanese announcement, but that could just be an oversight -- thinking that if you speak Japanese, you must be Japanese and living in Japan with a Japanese SE account.
