They already revealed through the Fanfests that our three beast tribes for SHB are gonna be the Pixies, Nu Mou, and Dwarves. The first two being combat classes and the last being the crafter class most likely. In regards to the Qiqirin, I heard they were intended as a beast tribe in Stormblood but because of the popularity of the Namazu, they opted to use them instead. Could definitely see the former becoming a tribe in ShB though after all this time whether they are on the First or the Source, the Mou seem like good candidates as well.

I don't know the full semantics I'm sure someone more focused on the lore can fill us in but at least in the Healer role quest storyline they treat each other with the same unity that the other beast tribes do. The other races on the First make their own settlements away from them and very few break out of the villages to go into them (why we only really see Giott in the Crystarium for example).
There are also two distinct Dwarf tribes that live completely opposite of each other and have slightly different views then each other which leads to fighting (Much like the Vanu and the Kojin).
The only reason we were expecting something more different is because through the Source the term Beast Tribe was put in by Ul'Dah to be a blanket statement for any of the races not viewed as normal or considered sub species. On the First since there wasn't any conflicts between the different races there is no actual Beast Tribe term, they just view each other as equals. That's why the Crystarium has so many different races working together and there's no animosity though there.
