If you can't get something because everyone is packratting it, then whoever decides to sell can sell for obscenely high amounts. This leads to other people also selling that because the amount of gil you get for it is insane. This leads to competition for prices, which drives the price down. That's how economies work. Given that there is an endless supply of goods being generated by the endless supply of mobs in the game, there will never come a time when it becomes impossible to get an item.
Besides from farming, I could see there be times where some items are not for sale. As it is now, in game there are times some items are not for sale. I'm just thinking being able to hold more stuff would bring the lack of willing to sell because you might need it eventually or something on those lines. My opinion is just biased because i generally farm what i need and packrat on 2 mules. @.@ sorry to confuse.
