It's going to start off with just the expansion chapters of the MSQ. The ARR portion of the MSQ will be added to it in its new version after that part of the story is rewritten. And at some point (not sure if it will be at the same time as ARR or not) the class/job/role quests will be added.

There's been no confirmation of any other side content, but there's been player requests for some of the ongoing side stories (like Manderville), so that may or may not be a possibility at some point down the road, though one-off sidequests almost certainly won't.
This is probably my biggest disappoint though. I want to replay the DRK 30-50 story arc. Le sigh, gotta wait on that. I also may hold off on MSQ simply because I want to play it in order. Still, overall happy that were getting the feature.
