Being able to restart all those quests and skip every cut scene to rapidly level with zero effort is, especially when you can simply restart at any moment. You could only do the level 70 ShB quests and restart NG+ afterwards. That offers nearly 11M EXP for doing almost nothing.
No exploit. There is no exploit that way.
