Allowing Gear Change in Active Mode

What I mean by 100% effective is that you can still do these things durring bosses and such but usually it takes a few seconds too long going from active to passive to active.

What's broken is the above. They don't want you to do it but you can.

Then it should be made so that you can't switch gear at all while you have enmity.
