How to unlock hunt?

Can't accept the quest "Let the hunt begin(immortal flames)", it says this quest is not yet available because I have to reach second flame lieutenant first. But when I tried to get a promote(Flame sergeant third class) , it says "To qualify for your next promotion, you must complete rank 1 in the Grand company objectives of your hunting log." I am so confused

It means that you haven't completed the Grand Company hunt log rank 1. It's a hunting log just like the original classes have and gives you certain things to defeat.

The Hunt and the hunting log are actually two separate things.

The hunting log (accessed by hitting H on the keyboard, or navigating the menu from Logs -> Hunting Log) has you go after specific monsters for a small boost of EXP one time only per objective. This is divided into Class ones (which are in five tiers, one per ten levels) and your Grand Company ones (divided into three tiers, each accessed on beating the next). This is the one they're asking you to clear for Let the Hunt Begin - they want you to finish the first tier of the GC section of your hunting log.

Then there's The Hunt, in which you take on bills each day to go after specific enemies for rewards, and these are picked up from the hunt billboards in a number of places, including your Grand Company HQ. This is granted by Let the Hunt Begin.
