If the dev team did Level sync correctly you could still use all your skills they would just be scaled back.

Just like I can use high level CNJ skills on a lvl 3 PGL.
Doesn't matter, it ruined FFXI. It will ruin this game because we will find the best spot for ALL levels and just level there for ever.
