There are 2 locked behind Eureka and at least one locked behind Hildebrand side quests. There is also one in the Doman Enclave that some people miss as you very rarely have to go back there.
It's difficult to help as you could have simply missed one that was sitting right under your nose. Your best bet is going through the triple triad website and mark off all the cards you own. This will help narrow down your search to NPC's that give the cards you're yet to obtain. 95% of the time this should work for you.
In the unlucky event that you're looking for an npc that gives cards you already have, you'll just have to root through them all![]()
I think they still have the new duelist mark on them, even if you got the cards they drop from different means. But your idea would be their best bet, imo. I'm currently using the https://triad.raelys.com/ site, since ffxivtriad is ded. Cycling through all the duelists, while tedious, is one way to check what's missing.

They do yes, but if the site doesn't indicate that you need to face that npc in order to get their cards due to already having them, you wouldn't even think to investigate said npcI think they still have the new duelist mark on them, even if you got the cards they drop from different means. I ran into this issue a couple weeks ago when I was trying to finish this achievement. I had literally all of the cards you could get via battling NPCs, and for me my missing NPC was that I apparently had never battled a Vath beastman.
The best information that I can give you from my own personal experience is that any NPC you haven't won against will have an icon over their head that shows up on the map (like the quest ! markers and such). This icon only shows up on the map if you are in the same zone as them. So the good news is that you don't have to exhaustively get close to each NPC to check, but you will at least have to flip through each and every zone. Of course, if a certain area is overrun with sidequest markers, you may need to zoom way in, or actually visit the NPC in person to check if the icon is over their head.
As several people have said by this point, whenever I hear this complaint, I usually assume they didn't unlock all of the Eureka zones (note: participation/completion of BA [Baldesion Arsenal] is not necessary. I refused to do it.), since that locks out some TT NPCs and a fair number of people refused to participate in that hot garbage content.
