Item/Action Help Not Displaying Properly (PS4 Pro)

Steps:
1. Open Main Menu
2. Select System
3. Select HUD Layout
4. Select Item Help or Action Help as the Current UI Element
5. Attempt to reposition element to display in default position (for me in the lower right quadrant, nearby the right edge of the screen)
6. Click Save
7. Open Inventory or Actions and Traits
8. Hover over Item or Action
9. Item Help or Action Help window appears in the lower left quadrant instead of where I set it to appear
10. Attempt to move or resize the Item Help or Action Help UI elements using steps 1-4 and changing their positions
11. Click Save
12. Open Inventory or Actions and Traits
13. Hover over Item or Action
14 Item Help or Action Help window does not appear in the correct position. Size has accurately changed.

Is it set to appear near the cursor instead of a fixed position?

I don't know if this will help but I play on ps4 also so I can understand what you may be talking about.

What happens to me is I have my item/action help show up in the same spot as you and the help window moves to the left so I think it has to do with the inventory/armoury/action window being on the right also so it moves the help to the left since the spot is already being taken up cause if I select something on say the char window, which shows up on the left, it shows the help in the right spot.

Sorry if this isn't what you're experiencing or if it isn't what you're talking about, but hope it helps.

Since I can't edit on mobile I wanted to add that it might also move the help to the left so you can see what it is you're hovering over in the inventory/action window since it is on the right also, unless you moved them from their default position.
