Best tank for friend

My friend came back to FFXIV due to Shadowbringer hype. He picked this game up each new expac but always end up dropping out midway since he's not into getting invested in the story so feel gated by the MSQ. He leveled to end game of WoW BFa (I think current expac) and raided there. He said he enjoyed WoW combat because he was able to unload everything quickly (WoW has lower base GCD). He been doing Paladin since Heavensward but maybe that's not the right job for him even if he liked the animations. Which tank feels like he will be busiest and not feel like waiting for GCD to come up? Haven't leveled all tanks up yet this expac so trying to see what the recommendations are.
Since he's not into story nothing I can do there but maybe find him a better fit job to keep him interested will let him stick to the end this time.

If he wants a fast feeling class than he needs to go GNB. If he wants to constantly feel like something is up than he should stick to PLD.

Keep him away from WAR. WAR is the definition of waiting on something to come up.

DRK is the same as WAR so I recommend keeping them away from DRK as well. (DRK was overhyped in the Shadowbringers teaser trailer and job action trailer made DRK feel like the devs had nothing to show for it by putting it at the end of the job action trailer)

currently GNB and PLD are the ones that you feel busy and you doing something constantly, GNB have his best combo every 30s and his burst window each 60s and PLD is constantly toggling his phisical burst FoF window and his requiem cast window both windows are at 60s but are incompatible so you just use one then the other with multiple combos, all being say GNB have higher APM that PLD but PLD is a nice chooice already acording to your friend tastes.

on the other side WAR and DRK both suffer from pretty long downtimes DRK have his stuff each 60s-90s and 120s and WAR each 90s with some infuriates like each 40s more or less, both jobs have little to nothing to do betwen those windows despite DRK having a APM comparable to GNB but is mostly compresed to those windows.

so let him play whatever he want but PLD is already a good option for him and if he want something comparable ask him to try GNB after.

And if he decides to try out a dps, tell him MCH is super busy. Highest or one of the highest actions per minute class.

DRG and SAM are also good choices as well for DPS.
