It would be best to just get rid of the invulnerability cooldowns and never have anything like them in the game again. They are a balance pit, any time or effort trying to balance them(while still keeping them unique) would be wasted.

The 30% damage reduction cooldowns could also be removed.

The first step towards "diversifying tanks" would be to remove the abilities that are too similar or greatly upsets the balance between them.
