Is there an ilvl requirement for shb dungeons?

This is something I've been wondering about as of late. I've started leveling my alt jobs by taking them through the shb dungeons and I've noticed more and more people that are frankly severely undergeared in my dungeon runs. I was running Dohn Mheg with a bard using an ilvl 136 bow which I think is early HW. It was doable but the run took a loooong time :P

Then yesterday I was put in the same dungeon with a drk tank who was wearing his ilvl 290 SB relic set, including weapon with mixed accessories (most being ilvl 380 but some also much lower, if memory serves). We wiped a few times because the healer was struggling to keep him up because of him only having 60k hp.

These are just 2 examples, but I've started to see it fairly often, these were just the 2 big outliers ^^

Is there an ilvl requirement for these dungeons?
