Graphical Issue: Screen Tearing

I've searched through many forums all over the web and went over as many threads about the topic as I could but I still cannot resolve my issue fully..

I can't get the tearing to go away and get the game to run efficiently. The only time i can stop the screen from tearing is when i enable ambient occlusion... but..... i have an ATI video card.. from what i have read, ATI cards have issues with this feature. Enabling this feature puts a diagonal line across the screen where one side of it will have no shadows and will be dark and the other side of that line will be normal. THIS IS JUST AS ANNOYING.

When i tweek my settings i can get it so the tearing stops but i really have to turn everything up so much that the game is jumpy and laggy.

i have ensured i have the latest drivers for directx and for my video card

if there are any suggestions i'd appreciate it.
