Oh I thought it was just me, the shadows on the ground by the slums look so fake. They remind me of those birds on strings. I can understand what they were trying to but they could have animated it a bit better.

Its just one of the many mysteries of the FFXIV world. Like that guy who was hanging from the construction works in Ishgard for a number of years. Or the Miqo'te's in Ul'dah who never stop dancing. And all the myriad of NPCs that have been stuck in a perpetual conversation loop since 2.0.
To be honest, it wouldn't be too far fetched for these particular birds to be some kind of magical creatures that have evolved to live off the residual aether in the air, and are quite happy to stay gliding in one spot for all eternity.
If you look very carefully at the image you can see the top of the water above the deep water is moving at an almost swamp level, while the water above the shallows is moving very turbulently and over large area (the pull and push of the foam isn't just over a small space), and with the particles in the air it doesn't give a sense there is a super fast air ripping through (although it's decently fast looking, trees on the building have a decent sway). All of it gives a conflicting image, imo.Yeah I was going to say it's extremely normal for both those birds and the waves. I live like 20 minutes from the Gulf of Mexico and the birds just will kick back and float in the air mainly seagulls (that's when they're not attacking you for food) and with the waves just depending on the tide it can go that quickly.
I've seen tides quite a few times, part of camp tours as a kid, on a number of different coasts, helped by that I've lived not too far from the ocean- they've never had this large scale foam wobble like jello (at least when winds were not hard, and the rest of the water was placid). I've seen the foam move fast but the rest of the ocean paid some mind then too (like if wind then it cuts the whole ocean, which I've had some hold your entire body weight against the wind experiences).
Not that I'm saying it's literally impossible but the combination of visual clues are not a standard coast experience for me (at least when I was at the California, Oregon, or Taiwan coast). Maybe argue there is a strong current under the deep water that is forced to the surface at the shallows, but it seems like an unusual experience to see (for me). Which might be what they did on purpose to show everything going wrong in the area with secret close to the surface powerful currents (there's even a crashed boat on a huge, basically lighthouse, city shoreline), but if not on purpose it does look counter to all my experiences on coasts and watching tides come in (with note that most of it has been spent on a cold coast, may have some affect on visuals due to temperature). You said that looks like your tides, sometimes, in the gulf, and I'll believe you (never been there lol), but then I'd say a place stuck in perpetual very specific tide water I think is allowed to be called an unexpected visual then (we've got magic on our side so it's not illegal per say- they can do whatever they want :3, but allow me that strange feeling then :P).
It's like if someone freaked out about no (limited) shadows at a certain time of day, it's so weird, but then you found someone whose lived in Hawaii with Lahaina Noon (which sounds like magic to someone not used to that). If this jello foam with low very close water activity (basically just the jello foam moves) and not intense, appearing, winds is normal for some people then it certainly isn't on my beaches and coasts. My closest beach now just being strong winds and freezing cold water O_o;;.
Also on the birds I don't think I've ever seen them do this, but that's because the birds usually around me are lazy and have a million points of sitting (area full of trees, which also probably break up many good quality updraft air streams). I knew birds could hang out in streams for a long time, just that I've never had the opportunity to see it (as when I'm not in my normal area I'm somewhere else for tourism and not to see birds lol). I say that only because it seems like some people want to get rude (not really you), and while I've seen loads of birds I've never seen birds hang for hours, and strangely I also know how to open my door xD. It's almost like people can have different experiences at different times and live in different environments.
I liked that OP said it's "so minor, you probably wouldn't even care" lol, which is why I added my jello foam "problem" here (I've seen that foam like twice in the whole game so far, so minor I almost don't even remember to care- just thought it strange looking water).

There's a bug in iL Mheg, a persistent bug because eveytime i go there the bug still at same place, it's a Pixel issue at sea from West side, did someone already noticed that?.
Yes, birds do this in real life, but here it's more about the lack of proper animations and their very short loop. They aren't far enough as well, so the illusion doesn't really work. They just look like this :
