Iaijutsu's cast time scales with your skill speed until you get the level 74 trait Enhanced Iaijutsu. After getting that trait, the cast time no longer scales with your skill speed and is just always 1.3 seconds.

I can't look it up atm, but iirc the wording is it's set to 1.3 not reduced to 1.3.
It says reduce:
If it is supposed to set the cast time to 1.3, it really seems like a waste -- because if that were the case then it's only saving you like .1 to .2 sec of cast time if you've got Shifu up.. Probably even less if you had really high skill speed.

Technically speaking that is still correct wording for ignoring skill speed. If it said your cast is .5 sec faster then sks would still be assumed to be factored it. It's misleading but still working as intended if you take it literally.
The real crime is the 2.5 gcd post-tsubame cast but yes, sks should really effect iaijutsu no matter how miniscule.
