I think it was done due to the complaints of people abusing the gear system (spirit bonding, iLevel inflation, etc.).
As LLSmoothJ pointed out, a large part of this change was due to the fact that folks would wear DoL/DoH gear into raids and dungeons to Spiritbond it - at the expense of the other players, who would then need to make up for the spiritbonder's craptastic damage and survivability.
A better choice would have been to make it so that DoL/DoH gear could ONLY be spiritbonded by doing DoL/DoH activities - but I guess the spaghetti code for spiritbonding made it much easier to just slap class requirements onto the gear and call it a day. In fairness, though, aside from glamour there's no good reason for non DoL/DoH to be wearing that gear in the first place, and while glamour may be the true endgame for players, it doesn't seem to be as high a consideration for the devs.
I really want the coat, has a nice hobo ascetic to it.
My bet is that the cross class glamour version will be found in a chest in SHB version of eureka. Kinda like the Pagos sets.
I'd grind that even if I hated eureka pagos/anemos. But ehy for glamour this and more. I guess.
