    I bought the new machine on 2-Sept-2019, and I have installed this game with other software as stated in my previous post "System Information". I have installed all Windows 10 Update patches and updated drivers; downloaded and installed FFXIV without error. I tried to reinstalled three times the game, and for one time, I reinstalled the WHOLE PC, but the stated problem persists, no improvements. I have not overclock anything, and I set the graphic card setting as "Default" from the Nvidia Control Panel. That means, I made NO modifications on the settings.

    I have not upgrade my hardware as it is a new machine. For the software, I installed what I am using now with my old laptop. As I said, I can play FFXIV with my old laptop without any problem. The software installed in the old laptop is the same as the new machine.

    Problem SOLVED !

    I downloaded the DirextX End User Runtime Installer, installed it and the problem solved ! I can play it smoothly !
