Ishgard has a standing army, as do Doma and Ala mhigo.
The grand companies exist because uldah, gridania, and limsa did not have standing armies before the imperial invasion.
The wood wailers are city guards and protectors of the forest. Same with the yellow jackets in limsa and uhh... Brass blades? I think in uldah.

While the Brass Blades are technically the city guards of Ul'dah, they're so ludicrously corrupt that it's sometimes noted that the Immortal Flames have to take on a lot of the work too.
Valkyrie_Lenneth is totally correct, the three main citystates never had actual armies prior to the Calamity but token militia forces that are glorified police services and little else. This is the whole reason there is the Adventurer system in place in Eorzea, the citystates mainly relied on sellswords and mercenaries to make up labour shortages in times of war, and back when Gaius annexed Ala Mhigo and was poised to invade Eorzea proper, the citystates found themselves undefended, and so attracted mercenaries into the realm to defend it from Garlean invasion....
Except the war never came, after Midgardsormr and the Dravanian Horde tore Gaius's fleet apart at Lake Silvertear, forcing him to flee back to Ala Mhigo and spend the next 15 or so years consolidating his power and fuming at his failure. Which left the Eorzean citystates with a bunch of rebellious, independently-minded, heavily-armed youth with no enemy to fight, and so the Adventuring system was set up to put them to work and prevent them resorting to banditry or raiding to survive.
The Grand Companies are an extension of that, as they were a way of quickly consolidating the citystates' resources in the lead up to the 7th Calamity, in order to more properly prepare a defense against the Garleans' renewed invasion. The Grand Companies are volunteer forces of the citystates and are not actually professional armies. They're not meant to be. They're just forces of adventurers and not actual full-time soldiers (this is why we have freedom to pretty much come and go as we please and even ignore orders from them if necessary without any real retaliation).
This situation does not apply to Ishgard, Doma or Ala Mhigo as all three retain some sembelance of an actual military: Ishgard has been fully mobilized for war for the past thousand years and especially with the end of the Dragonsong War they're more than able to meet manpower requirements for their own defense. Ala Mhigo has the Resistance still mobilized and in the process of changing over from an insurrectionist force to an actual military of the nation, but at the moment it still remains in control as Ala Mhigo's provisonal government. And Doma's resistance, although much smaller due to Garlean reprisals in the past, is on the road to rebuilding - and with Doma taking a leaf out of Eorzea's book and establishing their own alliance with other Othardian and Islabardian nations like Dalmasca and Na'xia, they're not wanting for manpower either.
All this means there is virtually no lore reason for them to end up having their own 'Grand Companies', and especially not one the player can join I'm sorry to say.
