As Nessiae said, you basically use Fists of Fire until you get the trait that grants you GL4 in Fists of Wind. Then you basically sit in Fists of Wind 24/7 unless you're in the first handful of GCDs it takes you to rev up to GL4.

Actually, if you're staying in Fists of Fire most of the time you really are using your Tool Kit effectively. The Fist Stances are a relic of 1.0 design that have eternally had the problem of there being one Fist Stance that is the biggest damage boost in all circumstances and two you want to spend no time in whatsoever. That's basically still what they are, before level 76 where you get GL4 in fists of wind, you use Fire, once you have it, you use Wind.

You can pretty much ignore the enhanced Fists of Fire trait you get at level 72, it's a waste of a trait.
