Question about The Rising Event’s cutscenes and Shadowbringers

I have been trying to see every cutscene in-game for this year Rising event at the repeatable quest part where you collect 1 of 3 types of bottle.

Since the cutscene that will come up each time you hand in a bottle is random, so far I saw all cutscenes except one

The cutscene for Large bottle, Letter V, where G’raha Tia minion appears.

I had been trying for hours but never got that cutscene.

I looked on the internet and saw that the message of that cutscene is related to Shadowbringers’ story.

My character is at level 70 and still haven’t started Shadowbringers yet.
Do I have to complete Shadowbringers first to be able to get Large bottle, Letter V cutscene in The Rising event?

Yes, the message references something you'll find out in Shadowbringers, so you can't get that message unless you've completed the game. (The other large bottles, except the first, are also locked behind completing each relevant expansion.)

I see, so that’s why I never got that cutscene despite repeating the quest for hours.
That’s actually a good design, how thoughtful of the dev team to prevent spoiler for people that still haven’t completed the expansions.
Now I just hope that I can rewatch all those cutscenes(the locked one included) again through The unending journey book in the inns after I complete Shadowbringers.

I don't think the cutscenes can be re-viewed within the game, but the script (including all the letters) is available on Garland Tools, along with other past seasonal events, and will still be accessible after the event is over.

If those cutscenes are not available in The unending journey in the inns, that’s too bad.
I think the dev team should add them to The unending journey book, hope they implement it in the future.
