As i already stated somewhere,first of all buff rdm dps so that it is in line with smn, then just give a 60s debuff each time rdm use verraise:
1 stack no debuff,
2 stacks -10% on INT,
3 stacks -15% and so on (ofc need to balance these values)...

Problem solved.

And please stop to talk about vercure... Its a joke to want to nerf rdm dps just for that (as others stated its more used to proc dual cast).
