Because there's no reason to shackle vercure like that. It's not powerful enough to need any kind of nerf, and if absolute worst does come to absolute worst, RDM would be losing out on it's only major self recovery tool.

EDIT: For what it's worth, the idea itself is not bad, I just think your net was cast too wide.

Even as a heal, it's only a cure 1; it's not gonna make or break or clutch anything really.
