That seems super bizarre. It sounds more like a bug then a tech support issue.

Did you stay on the same job the entire way through from accepting, completing the quest items, and then getting the final part done? I know sometimes the quests restrict you to only turning it in on the job you accepted it with for EXP reasons. Like not being able to complete a level 63 quest you picked up as a 63 whm, as a lvl 52 mch for example.

I was WHM lv 70 the entire time. I even abandoned the quest and picked it back up and re ran it. Still a no go. I also tried it Unsynced with the same results.

Only other thing I could assume would be like having your job stone taken off if you swapped to a different job for a moment and not putting it back on.

That just sounds really baffling. If you want later on I don't mind speeding through it with you unsynced just to verify it too.
