Why would you implement the same rules as Cactpot when it's possible for several weeks to pass before someone wins Cactpot? Imagine the outrage if that continued to happen week after week on the open plots for a world, sitting there unused because no one has picked the winning number that was generated by the game.

Then imagine 3 different players had all picked the winning number in a drawing and were left fighting over who got to the own the house. Or do none of them get it, so yet another drawing needs to be held?

People who keep asking for a lottery don't truly want a lottery. They want a raffle where a single winner is picked from the eligible entries received. Even those who describe a raffle have different systems with different rules in mind. If SE were to decide they could program one that would work and implement, you'd get a lot of people complaining that SE was doing it the wrong way.

Like it or not, this was a solution to the problems we were seeing before the timer was added. Few of the people trying to buy housing now saw that mess in action. Is this a good solution? No, but still better than what had been happening.

There's only one good solution - instanced housing where every player who wants a house can get one without fighting over them. Whether or not SE decides that's something they're going to make happen is anyone's guess.
