You mentioned updating your graphics drivers. According to your System Report, the drivers are from 2017. Did you generate the report before you updated them?

If you haven't tried already, set compatibility mode to Windows 7. Right-click on the ffxivboot.exe file and select ‘Properties.’ Then select the ‘Compatibility’ tab and choose Windows 7.
