I've tried queueing up for Leap of Faith with comparable amounts of players present during the Make it Rain event and never had queue times so long that the event ended before the queue popped.

People on bot-flooded servers like Twintania and Spriggan have reported having issues queueing for content in general and Hyperion also was having bot floods bad enough to deny zone access at some point.
