This sounds reasonable, I would be happy with 20 even.
I can only hope that Garuda is a test to see if people prefer this way of doing things.
Or a test to see how many players can go crazy and quit after dying 50+ times, doing with static group should work but if you're casual player going with other random people hope to god they know what they are doing or you're never going to win Garuda the way it is now lol.
I think a lot of players became accustomed to Ifrit and Moogle's current difficulty level and were unfamiliar with what they were like when they were new. They didn't realize that Garuda was aiming to match or exceed the difficulty of Ifrit/Moogle when they first came out, rather than the difficulty they are now. Garuda was not designed for pickup groups and casual play.
