This whole loot issue seems to go in a constant circle where people ask for the ability to pass the weapons but others respond with but that's why they added totems, then another person ask why can't we pass weapons and another person says taht's why they added totems, then another person ask why can't we pass weapons and another person says that's why they added totems.. can you see how this starts to become redundant.
They have already already already said they have no plans to change it, they have already said that's why they added totems and by changing the ability to pass weapons they would also have to change the drop rate. It just isn't worth it, just be persistent if you really want it your time will come and if you want the system to work then make sure you have friends who are willing to pass totems to you if they have already gotten the weapon they wanted and are willing to help cause in the end that's what they're there for, to help your fellow comrade. The ability to pass both would just eliminate the purpose as to why they added totems lol.
I would rather see the drop once in a blue moon than see a drop wasted. It is not fair to any person running the fight (specially those looking for a specific weapon and those helping people get said weapons) if the weapon FINALLY drops and goes to someone in the party that ALREADY HAS IT. I can't even begin to say how redundant that is. Honestly its even disrespectful and in a way mocking the players- it's like saying "oh here's the drop, but wait, its not going to you but someone who already has it and can't even give it to you! trollololollololol". They need to change this, they seriously need to add a proper working loot system not a randomized loot system. My concern right now is more for 2.0 because I know for a fact that people who try this game at 2.0 will expect quite a lot from it, and this being one of the main content the game has to offer (as an MMO and as a FF title) it really does need to be fixed. After just under 200 runs (I count runs via taper stacks, I'm on my 200th run taper stack but don't know how many I have left without logging on) I've had 5 totems. Obviously totems aren't a solution to this when they're a crap ton rarer than the drops themselves and we need 10 of them.

I'm so glad I decided to waste 10 totems on Ifrit Claws right few days ago, regardless of the changes planned for 1.22.

Reposting what I posted a while ago since it seems that some players have a hard time understanding that "being able to pass items to party members" is more or less the same as increasing drop rate in the end and shortening the lifetime of the event.
Why do people still expect DEVs to "justify" their decision? Do you know any company that would be willing to say to their customers "we make it that bad so you waste more time on it"? Nope.As if DEVs weren't aware of this issue, including Yoshida himself. Stop taking them for idiots :/ They played other MMORPGs, they know how it works and that the current system is crap.Hundreds of people pointed out that Primal drop system is broken, disheartening and annoying. And with 1.21 patch nothing has changed... Today I made 3 runs of Moogle with a new friend who never cleared it, he dropped 2 weapons! I'm still stucked a 1 only weapon after 60+ runs... I'm losing hopes about Primal fights, and don't feel excited at all about Garuda's fight incoming. These things ruin the game experience of players. Please check it!

Why does it remain in place then? Check the current state of XIV, with little to no content at all... The only reason people are still doing Ifrit or Mog today is because (or thanks to) the bad drop system...
If we were to have a proper system which would in the end, raise the chance for players to obtain the weapon of their choice, then no one would even bother to do that content again (me the first). That's also why we never received a proper "dev answer" regarding this "issue" (more like game design decision), because DEVs can't say "Hey guys look, our game is so empty that we are forced to find stupid methods to virtually increase its lifetime..."
Modifying drop rate of existing content can be done without the need of a full maintenance... Yet nothing is done, because DEVs wants you to play the game this way.

Clearly SE is happy with the current ratio of players with Ifrit weapons to players without Ifrit weapons. It's called balance, and maintaining balance, and ensuring that the whole of Eorzea doesn't have 7 Ifrit weapons sitting in their inventories and a further 7 in their retainer(s).
I personally think a lot of people exaggerate a LOT about how times they've fought Ifrit (sure you've fought Ifrit over 9000 times but how many have you actually beaten him?) and only ever received 1 totem. I've probably done about 50 runs - I have 5 weapons and have collected over 10 totems (through drops and also a passing /random system). The loot system is fine - it is balanced and when you stand in Uldah don't tell me you don't see Ifrit/Moogle weapons everywhere you turn. So you personally have been unlucky? Deal with it. The solution is not to break balance.
And what if you had killed him 200 times and had one weapon? or 300 for three weapons?
