    Can anyone confirm if Garuda's headdresses are 100% drop and 2 per person?

    Yes, they are. You still get random weapon drops also. The max number of kills to go 7/7 is then 140, but will most likely be done in 100 or 80 (assuming everyone keeps their tokens for themselves).
