Because people don't queue up for those in the traditional manner. And why would anyone do so when you can easily solo them at a higher level?
It's outdated content only good for first time clears, wondrous tails, and mount farming (and in some cases a material drop).

You need to /partyfinder your EX primals, whether you want to do them syncked or unsyncked.

not a good idea to use duty finder for anything which requires you to not stand in aoes after square added unsynced baby mode, half of the party will propably instantly leave anyaway because they got it in mentor roulette, if you are lucky and get a real mentor they will ask for help and you get a full party after waiting for a while inside the duty.
I assume you are trying to do it Synced, because on PF you will get a full party and the fight complete in 5 mins unsynced playing at your servers prime time.
If that's the case, then its just natural that content that is 5 years old will take time to find people willing to wipe.
I didn’t have too many issues using DF when I was doing the ARR primals until I got to Odin and some of the others that are not in the roulette. This was about a month or so ago. So PF helps, or doing them unsynched with a couple of friends. Why would you stay in queue for 360 hours??? Lol
Just do it solo unsynced. It's definitely doable at 70, possibly even lower. Why waste 360 minutes just for a PUG that, if it ever came, would likely fail anyway?
the lv50 extreme primals are super fast to solo now if you're over-leveled. at 80 you can even solo clear it on a dps job with very little self sustain like machinist. it lets you skip the first two waves of nails with no consequence. so I think it's very niche to do these things as a full party now - there's no particular benefit to doing these at the synced level.
