Bare in mind the most that can be traded is 1m gil at a time so they did 88 transactions of 1m gil which is traceable by GMs but would require both customer support and GMs to be able to sort out since, GMs would need confirmation that the account was hacked between A time and B time to then trace any activity done in game to get them, This btw would not be a speedy process since they would be looking at a decent amount of activity.

But if it was just another fc member who wasn't hacked who took the money then they could just tell a GM this golden line

Nothing the GMs can do about it with that line they were given permission to do it, they did it, no rules were broken in ToS (even if obstruction of play would very much apply here but then they could turn round to the GM if they took it that they broke their own rules which would be great for legal reasons etc), so the only thing you and the fc can do is make stricter rules for next time, you won't receive help for this matter.
true,conducting investigations and solutions is a long time but if there is proof that his account was hacked they can check the FC log to see such things.
i think at the activity of fc even removing stuff from FC chest is recorded there,but if not then definitely if during the hacking someone joined by the hacked account and his rank was raised moments later and left almost immediately after then not only is it recorded but also proof that person was working with the hacker to steal the money (be it dummy account or otherwise).
