I got those from my squadron and from Grand Company Seal Exchange:

Playing in French, I read this:

Potion militaire de résurrection de haute qualité
Médicament
Cette décoction fabriquée à partir d'une queue de phénix peut ranimer un équipier inconscient.

Which means: This decoction made from a phoenix tail can revive an unconscious teammate.

So I put it in a crossbar shortcut and went on raid. Teammates died but I couldn't revive any! I target one, use the crossbar shortcut and nothing happens. I could use it on no one.

How to use it?

You can't use revive items in combat even if it's possible in other FF games. I think this tonic only revives your squadron npc teammembers.

Looks more like squadron than team.

Put it in the Localization-Feedback forum then they might change it, as there is clearly a difference between them.

As an English player, yeah. It's not great. German looks like they were the smart ones and put in the explicit "can only be used" line. That should be pretty standard in every localization, for every item that has particular uses (I'm thinking of the special crafting or beast tribe quests or similar, where the line is already in use).
